release-please's PR is created by GITHUB_TOKEN, which (by GitHub's anti-recursion rule) never triggers the required CI check, so the protected branch blocks the merge → the auto-merge loop. Using a user PAT (RELEASE_PLEASE_TOKEN secret) makes the release PR trigger CI normally and lets the fast-forward push to protected main. Durable fix for the release loop; pilot on mintza before the other 4.
